Phoenix was taken into custody by the Harrisburg Bureau of Police and the U.S. Marshals Service, according to a police release.
The charges against Phoenix include first-degree murder, tampering with evidence, possession of a firearm prohibited, and carrying a firearm without a license.
The fatal shooting occurred at approximately 2:30 a.m. on Saturday, Nov. 2, 2024, when officers found Stukes suffering from multiple gunshot wounds. Despite efforts, Stukes did not survive his injuries, police said.
Phoenix’s arrest marks the conclusion of a multi-month investigation.
